HIGHER JUDICIAL SERVICE (ENTRY LEVEL)

Only Online application through M.P. Online are invited for 18 posts in

Madhya Pradesh District Judge (Entry Level) in the pay scale of Rs. 51550-

1230-58930-1380-63070 in the cadre of Higher Judicial Service by Direct

Recruitment from amongst the eligible advocates. Recruitment to these posts

and conditions of service will be governed by the Madhya Pradesh Uchchatar

Nyayik Seva (Bharti Tatha Seva Sharten) Niyam, 1994 (as amended upto

date) published in Madhya Pradesh Rajpatra (ASADHARAN) dated 23-11-

1994 and amendment published vide Madhya Pradesh Rajpatra

(ASADHARAN) dated 8-6-2005. Number of Vacancies to the post Category

vise is as under –

Out of these total 18 posts, as above mentioned Unreserved 11 posts are for

the candidates belonging to unreserved category, 3 posts are reserved for

Scheduled Caste candidates and 3 posts are reserved for Scheduled Tribe

Candidates and 3 posts are reserved for Other Backward Class Candidates, as

per schedule for each class is applicable in M.P.

Provided that, if sufficient number of suitable candidates belonging to

Scheduled Caste/Scheduled Tribe/Other Backward Class do not qualify for

the posts Reserved for them, such posts shall be treated as “unreserved”.

The number of aforesaid vacancies are likely to be varied, depending upon

the requirement of the High Court and exigency of the situation as and when

necessary.

 

2.Eligibility/Qualifications;-

 

No person shall be eligible for appointment to the post of District Judge

(Entry Level) in Higher Judicial Service by direct recruitment unless:-

(a) He is citizen of India;

(b) He has attained the age of 35 years and has not attained the age of 48

years as on 1st January, 2011.

Note:- Candidate must be born between 01-01-1963 to

01-01-1976 including both the dates .

(c) He/she has practiced as an Advocate for not less than seven years as on

01-01-2011 and

(d) He/she has good character and is of sound health and free from any

bodily defects, which render him, unfit for such appointment.

Note - Advocates interested in and who are eligible for being considered for

the post should submit their applications as per the on line -format available

on www.mponline.gov.in filling in all details relating to the

certificates/testimonials relating to their date of birth, caste, qualifications,

domicile, experience, standing at the Bar.

A details of certificate from the Secretary of the State Bar Council or

President/Secretary of concerned Bar Association, that he/she is an advocate

having practiced for not less than seven years, must be mention in the online

application.

 

 

3. Disqualifications :-

 

In any of the following cases, Applicants/Candidates may be liable

for prosecution and/or their candidature for selection may be cancelled and/or

he may be prohibited, temporarily or for any specific time period who appear

in any Examination conducted of M.P. High Court; –

(i) If he or she takes or attempts to take any favour in any form at any state of

Examination, or,

(ii) Impersonation by or for the candidate/applicant, or,

(iii) Making or submitting any forged document in support of his or her

candidature, or,

(iv) If he or she conceals any material information or provides any false

information at any stage of selection process, or,

(v) If he or she uses or attempts to use, improper or illegal means, either for

purpose of being permitted to appear in Examination or at any stage of

Examination in Examination room/hall, or, (vi) If he or she, during written Examination or interview, harasses or

threatens or causes physically injury to or misbehaves with, any Officer or

employee engaged there for, or,

(vii) If he or she, disobeys any directions relating to Examination including

oral directions by the invigilator or observer or any other Officer or employee

engaged in conduction of Examination.

Moreover Canvassing in any form will also be a disqualification. Similarly,

any attempt on the part of a candidate to enlist support for his application

through persons of influence or officers of Government will also disqualify

him for appointment.

 

4. Traveling Expenses –

 

No Traveling Expenses or allowances will be payable to any candidate for

appearing in Preliminary Examination, Main Examination or Interview

 

5. Examination Fees

 

Examination Fees shall be Rs. 800/- each candidates belonging to U.R.

Category and Rs. 500/- each candidates belonging to Reserved Category. The

candidates shall have to pay Rs. 40/- as portal charge in, addition to aforesaid

Examination fees.

 

6. Procedure and Direction for submitting Online Application Form-

 

(i) By self Using Internet

Candidates are required to log on website of www.mponline.gov.in and to

click on “citizen services” icon, then click on drop up icon “High Court of

Madhya Pradesh below” Applications, then click M.P.H.J.S. (Direct

Recruitment from Bar) Exam-2011 prompting below “Services”. Now the

candidate can see the “advertisement”, click on “advertisement”and read

carefully matters contains of Advertisement thereafter click on “continue” to

view application format and after filing for required information click on

“brows” button to upload signature and recent color photo. Before clicking on

“brows” button candidates are required to scan photo and signature in the

given format and save in a documentary file from where the photo and

signature scanned can be browsed and uploaded.

 

Mode of Payment

 

After completing form and uploading photo and signature the

candidates are required to make payment by –

1. Credit Card, or

2. Internet Banking

After making payment successfully, A computerized receipt containing

details of portal charge and Examination Fee will be generated, the

candidates are required to take a print out of such receipt and keep safely

with them for further requirement if and when needed.

 

(ii)Through Kiosk

Online Application Form may also be submitted to kiosk authorized by

mponline . The list of authorized kiosk is available on the website of

www.mponline.gov.in and the kiosk operator after logging on web site of

mponline by entering his user ID and password, he has to proceed in the

same way as mentioned above, to complete the process of filing and

submitting the application form through mp online but candidate is required

to make case payment of Examination fee and portal charge as applicable to

the kiosk owner.

(1) It is cautioned that if any charge more than portal charge and Examination

Fee is demanded by authorized kiosk owner/operator the complaint may be

made to –

(2) If any problem occurred in filling or submitting the Application Form

Preliminary Examination

Date - 26-06-2011

Time - 10.00 am to 01.00 p.m.

Venue - Jabalpur

 

(i) For the purpose of shortlisting of candidates a preliminary

examination comprising of, an objective test shall be conducted and the

candidates who qualify in the said preliminary examination at the High Court

of Madhya Pradesh, Jabalpur, or at such other places as may be specified by

the High Court, will be permitted to appear in the main examination.

Syllabus /Pattern of Preliminary Examination 10. Admit Cards -

Admit Cards ,of Both Main and Preliminary Examination, shall be generated

by www.mponline.gov.in , on its website ,15 days prior to the date of

Examination. and the candidate shall receive the same by downloading and

taking print-out of Admit Card. It shall be ensured that Admit Cards are

generated by www.mponline.gov.in

 

11. Result of Main Examination –

 

After valuation of Main Examination the Result shall be prepared and

declared.

Result shall be prepared Merit Wise & Categories wise. Candidates shall be

called for Interview in the ratio of 1:3. However, all candidates securing

equal Marks shall be eligible for Interview / Viva Voce. The candidates of

Un-reserved Category, OBC Category, SC Category and ST Category will

have to secure atleast 40%, 30%, 25% and 20% marks in each set of both

papers in order to declare successful candidates for Interview/Viva Voce.

However, Hon’ble the Chief Justice may relax the minimum criteria of any

question paper to all or to any category upto 5%.

The Result shall be made available on Website of M.P. High Court as well

as Notice Board of the High Court (Examination Cell). However, the marks

obtained by candidates shall not be disclosed.

There shall be no provision for revaluation of any Answer Sheet of any

Preliminary or Main Examination. Any Application for revaluations shall be

summarily rejected and will not be entertained.

 

12. Interview –

 

(i) After declaration of Result of Main Examination, the Interview/Viva

Voce shall be held held at Jabalpur or any other place as directed by

Hon’ble the Chief Justice.

(ii) The candidates shall be called for Interview roll number wise and

prior to that their original documents shall also be checked by the

Principal Registrar / Registrar or other staff of the Examination Cell.

(iii) Only such candidates, who secure minimum marks in each of

papers in the written examination as decided by the High Court,

will be called for interviews.

(iv) The interview shall carry 50 marks and minimum 20 marks have to

be secured by the candidates by the Candidate to be finally selected.

(v) The Candidate who remains absent in Interview/viva voce shall be

deemed to be disqualified for selection.

 

13. Final Select List / Result –

 

As the process of Interview / Viva voce is over, the Final Select List

shall be prepared as early as possible and Result shall be declared and

published in order of Merit. The Result shall be put on the Website and also

on Notice Board of M.P. High Court. The News shall also be provided to the

News Papers.

Marks Lists of the candidates who have qualified for Interview shall be

sent after declaration of Result. The marks list of the candidates who

appeared in Main Examination may also be ported on Website of M.P. High

Court.

Candidates shall be selected on the basis of marks obtained by them in

each paper of the main written examination and interview separately, subject

to obtaining minimum marks as fixed by High Court in the written

examination as well as in the interview as per scheme of examination.

 

14. If any of the particulars furnished in application and documents,

testimonials, certificates etc., submitted at any stage, are found to be false

within the knowledge of the candidate or if he is found to have willfully

suppressed any material fact relating to his application, he shall, if appointed,

liable to be dismissed from service.

 

15. Post Selection Process

 

(i) A candidate selected for appointment shall be required to undergo

medical examination of physical fitness by a Medical Board before he is

appointed. Every candidate who appears before a Medical Board shall pay

the Medical Examination fee, which in no case shall be refundable.

(ii) The training shall be such as may be prescribed by the High Court.

(iii) A person appointed in the Madhya Pradesh Higher Judicial Service

shall be on probation for a period of two years and the High Court may

extend the period of probation. The High Court may at any time during or at

the end of period of probation recommend termination of services of such

probationers.

(iv) The service and conditions of Candidate appointed on the post

advertised shall be governed by the Rules and Regulations applicable to the

M.P. Higher Judicial Services in force from time to time.
