It is hereby notified that under the provisions of Karnataka
Judicial Service (Recruitment) Rules, 2004 and (Amendment) Rules,
2011, the High Court of Karnataka invites applications for
direct
recruitment to 152 posts of Civil Judges (the then Civil Judge
(Junior Division) which includes the existing and consequential vacancies.
Minimum Qualification and Age Limit for : -
A. Direct Recruitment:-
1. Must be holder of a degree in Law granted by a University
established by Law in India and must have been enrolled as an
Advocate.
2. Must not have completed as on the last date fixed for receipt
of
applications, 38 years of age in the case of candidates
belonging to
Scheduled Caste or Scheduled Tribe and 35 years of age in the
case of others.
B. Recruitment of In-service Candidates:-
1. Must be holder of a degree in Law granted by a University
established by Law in India.
2. Must not have completed as on the last date fixed for receipt
of
applications, 43 years of age in the case of candidates
belonging to
Scheduled Caste or Scheduled Tribe and 40 years of age in the
case of others.
3. No Officer/official in service shall be eligible for
appointment as
Civil Judge unless he/she is working in the High Court and
Courts
subordinate to the High Court in the following cadres, namely:
a) Deputy Registrars
b) Assistant Registrars/Public Relation Officer/ Chief
Librarian.
c) Section Officers/Court Officers/ Senior Judgment Writers/
Deputy Librarians.
d) Assistant Court Officers/ Senior Assistants/ Judgment
Writers.
e) Stenographers/ First Division Assistants / Assistant
Librarians.
f) Chief Administrative Officer/Assistant Registrars.
g) Sheristedars and Senior Sheristedars.
h) Bench Clerks-Grade I and II.
Note: Direct recruitment to the cadre of Civil
Judges is
subject to any order made under Article 16(4) or
16(4A) of the Constitution of India, providing
reservation for Scheduled Castes, Scheduled Tribes
and other backward classes.

NOTE:- The above classification has been made
keeping in view
the relevant Government Orders in force.
Disqualification for Appointment:- No person shall be eligible for
appointment to the service –
(a) unless he is a Citizen of India;
(b) if he is dismissed or removed from service or compulsorily
retired by any High Court, Government or Statutory or Local
Authority or other employer;
(c) if he has been convicted of an offence involving moral
turpitude or who is or has been permanently debarred or
disqualified by the High Court or the Union Public Service
Commission or any State Public Service Commission from
appearing for examinations or selections conducted by it or
has been removed from its roll by any Bar Council;
(d) if any penalty or punishment has been imposed by the Bar
Council or any disciplinary authority which in the opinion of
selecting authority, makes the applicant unsuitable for a
judicial post;
(e) if he directly or indirectly influences the recruiting
authority
by any means for his candidature;
(f) if the marital status of the candidate is bigamous.
Probation:- A candidate
selected will be initially on probation for two years or for extended period
and the provisions of Karnataka Civil Services (Probation) Rules, 1977, shall
mutatis mutandis, apply to persons so appointed. The candidates appointed as
Civil Judge, during the period of probation, shall –
(a) undergo such training for a period not less than one year or
more as specified by the High Court, and
(b) pass the Kannada Language Examination conducted by the
Karnataka Public Service Commission in accordance with
the Karnataka Civil Services (Services and Kannada
Language Examinations) Rules, 1974, if he/she has not
already passed it.
Those who are desirous of applying for the said posts are
required
to furnish the particulars in the prescribed form of Application
(in
duplicate) which can be obtained from the office of the
Secretary, Civil Judges Recruitment Committee, High Court of Karnataka,
Bangalore-560 001, on payment of Rupees 100/- (Rupees One
Hundred only) in the form of Crossed Indian Postal Order (purchased on or after
the date of this Notification) payable in favour of “The Secretary, Civil Judges Recruitment Committee, High Court
of Karnataka, Bangalore-560 001”.
Persons desirous of obtaining Application forms by post, may send a self
addressed envelope measuring 25 X 12 Cms. affixed with Rs.45/- postal stamps,
along with the Postal Order.
The fee prescribed in respect of -
(1) Preliminary Examination, payable
by each candidate is Rs.250/-
(Rupees Tow Hundred and Fifty only). But, in the case of
candidates belonging to SC/ST/Category-I, the fees payable shall
be Rs.125/- (Rupees One Hundred and Twenty
Five only). The
fee should be remitted into any of the State Government
Treasuries
under the Head “0070-Other Administrative Services-01-
Administration of Justice-501-0-01-Services and Service Fees-03-
Examination Fees” and the original Treasury receipt obtained
thereof should be sent along with the application. Applications
received without such fee receipt shall be rejected.
(2) Main Examination,
payable by each candidate who is successful in the Preliminary Examination and
eligible to appear for the Main
Examination is Rs.500/-
(Rupees Five hundred only). However,
in the case of candidates belonging to SC/ST and Cat-I, the fees
payable shall be Rs.250/- (Rupees Two hundred and Fifty
only).
The Main Examination Fee should also be remitted into any of the
State Government Treasuries under the same head of Account
referred to above and the original Treasury receipt obtained
thereof
should be sent to the office of the Secretary, Civil Judges
Recruitment Committee, High Court of Karnataka, High Court
Buildings, Bangalore-560 001; immediately within 15 (Fifteen)
days from the date of announcing the result of the Preliminary
Examination, failing which, their candidature will not be
considered for Main Examination. Fee once paid shall not be
refunded under any circumstances.
Those candidates called for Viva-Voce will have to appear before
the Recruitment Committee in the premises of the High Court of
Karnataka, Bangalore, at their cost.
Duly filled up application along with the required documents
should reach the Office of the Secretary, Civil Judges
Recruitment
Committee, High Court of Karnataka, Bangalore-560 001, before
5.00 p.m. on 16th September, 2011.
Applications received after the
prescribed date and time will be rejected.
The in-service candidates shall submit their applications
through
proper channel so as to reach the Secretary, Civil Judges
Recruitment Committee, High Court of Karnataka, Bangalore-560 001, not later
than the date and time fixed for receipt of applications.
If the last date fixed for the receipt of application happens to
be a
Public Holiday, the next working day will be the last date for
receipt of Applications.
Application Forms – The
prescribed form of application in duplicate
should be filled in by the candidates in their own hand-writing
and must be accompanied by the following testimonials, failing which their applications will be
rejected:-
(a) True copy of SSLC or equivalent examination certificate to
show the date of birth of the Candidate.
(b) True copy of Degree/Law Degree Convocation Certificate and
Marks Cards.
(c) True copy of Enrolment Certificate.
(d) True copies of two certificates of good character, one from
the Principal of the College or Institution in which he/she
had last studied and another from a respectable person, not
being a relative, who is well acquainted with him/her.
(e) Original Treasury receipt for having remitted the fee
prescribed in respect of examination.
(f) True copy of Caste Certificate/Eligibility Certificate, if
the
Applicant is claiming reservation under any Reserved
Category.
(g) True copy of Creamy Layer Certificate, in case the applicant
belongs to General Merit and claiming reservation under
Rural Category.
(h) True copy of Citizenship Certificate (where the candidate is
not a citizen of India by birth) issued by the Deputy
Commissioner / District Magistrate of the District in which
candidate is residing.
(i) True copy of Certificate of release or discharge from
military
service, in case of Ex-Servicemen.
Note: - Original Certificates and testimonials
should be submitted
only at the time of viva-voce. They shall not be forwarded
with the application.
